国际民用航空组织(ICAO)是联合国下属的专门机构。二战后,各国航空业快速发展,但各国航空规则的不统一影响了国际航空的安全和效率。1944年,为了协调并提高全球航空的安全与效率,54个国家在芝加哥会议上签署了《国际民用航空公约》,并决定成立ICAO。1947年,ICAO正式成为联合国下属机构,总部设在加拿大蒙特利尔。

The International Civil Aviation Organization (ICAO) is a specialized agency under the United Nations. After World War II, the aviation industry experienced rapid growth worldwide, but the lack of unified aviation regulations among countries posed challenges to international aviation safety and efficiency. In 1944, to coordinate and enhance global aviation safety and efficiency, 54 countries signed the Convention on International Civil Aviation (commonly known as the Chicago Convention) during the Chicago Conference and decided to establish ICAO. In 1947, ICAO officially became a specialized agency of the United Nations, with its headquarters located in Montreal, Canada.

Their establishment backgrounds and specific duties vary by nation, but their core objective is always to ensure the safety and efficiency of civil aviation. Taking the UK Civil Aviation Authority (UK CAA) as an example, it was established in 1972 in response to the rapid growth of the UK aviation industry and the need for enhanced regulation. The primary responsibilities of the UK CAA include developing and enforcing aviation safety regulations, managing air traffic, overseeing aircraft airworthiness, issuing pilot licenses, and regulating airline operations.

The establishment of the Civil Aviation Administration of China (CAAC) can be traced back to the early days of the founding of the People's Republic of China. In 1949, after the establishment of the People's Republic of China, the country urgently needed to restore and develop its transportation industry, particularly civil aviation, to support economic construction and social development. At that time, China's civil aviation industry had a weak foundation and lacked unified management and regulations. To address this situation, the central government decided to establish a specialized agency to oversee and manage civil aviation affairs.

1949年11月,中国民用航空局正式成立,最初隶属于中国人民解放军空军,主要负责民用航空的规划、建设和管理。1954年,CAAC从军队系统中独立出来,成为国务院直属机构,全面负责民用航空的安全监管、运营管理和技术发展。

In November 1949, the Civil Aviation Administration of China (CAAC) was officially established, initially under the jurisdiction of the Air Force of the People's Liberation Army. Its primary responsibilities included the planning, construction, and management of civil aviation. In 1954, the CAAC was separated from the military system and became an agency directly under the State Council, taking on comprehensive responsibilities for the safety regulation, operational management, and technological development of civil aviation.
